Allow tenant AI explorations to use Shared Collections as scope

Summary
Tenant-enabled instances cannot select the Shared Collections root as the collection scope for natural-language querying; selecting it instead scopes to Our Analytics. The request is to support tenant-specific scope settings and allow tenants to use Shared Collections.
