Prefer local SMTP over configured SMTP during development

Summary
When both local SMTP and `[auth.email.smtp]` are enabled, the configured SMTP server takes precedence over the local testing server. The reporter asks for local SMTP to win during development; toggling the configured SMTP setting is described as annoying.
