Negotiate PhotoKit background-upload support through OPTIONS

Summary
PhotoKit treats background upload jobs as failed when Nextcloud returns its normal WebDAV OPTIONS response to the capability check. The request proposes returning 501 for marked PhotoKit checks while leaving ordinary OPTIONS requests unchanged.
